How do I start the process and use Inspire ATA as my representative organisation?

Do you charge any fees as the intermediary/representative organisation?

No, we do not charge any fees. We will be passing on the full £1,500 you receive for set up costs. 

Will we have to pay the wages and then reclaim them? And what are the time scales?

You will receive £1,500 in the first couple of weeks that they are on payroll. These are set up costs paid to you from the government via ourselves.  We do not charge a fee on the £1,500 which I know other representatives do. The wages are then paid to you monthly and in arrears. Funding available for each job will cover 100% of the relevant National Minimum Wage for 25 hours a week, plus the associated employer National Insurance contributions and employer minimum automatic enrolment contributions.

Please advise of any applicable fees/costs that you charge your clients for this service.

We don’t charge any fees for this service.  The way the government has set it up means we would receive £300 from the government per Kickstart placement we do the administration for. This is a nominal amount that will just cover basic admin costs. The £1,500 incentive that you receive will come via ourselves, but you receive it in full. Obviously you receive the 6 months of wages in addition to this.


Can we filter applicants initially by seeing CVs? 

The candidates are referred to you directly from the job centres by a Work Coach.  You will filter applicants and put them through your usual recruitment process.


Do we interview prospective employees like we would do for non-Kickstart placements? 

Yes, that’s correct.

We have someone in mind who we would like to recruit under the Kickstart Scheme – is it possible to already have the person or does the position have to be filled by yourselves?

The way it works is that the job centres refer Kickstart candidates directly to employers once signed up.  This person would need to be on universal credit and then referred to you.


If an employee is not good for any reason (timekeeping/competence/attitude etc.) can we sack them and find a replacement? 

Yes, you can in line with current employment law of course. They are effectively your employees.

If the Kickstarter drops out of employment for whatever reason, do I have to pay the £1,500 back? 

No, once paid, you get to keep it. 


Is there a replacement service? 

Yes, the Job Centres will send across more new candidates. But you will not receive any further funding for the initial setup costs.

When do you receive the funding to cover the salary? 

This is paid in arrears after 2 months, 4 months, and 6 months.


When does the Kickstart Scheme start?

We anticipate that Kickstarters will start in November but we are still waiting on confirmation from the government. 

When does the Kickstart Scheme end? 

You can employ Kickstarters to start up until 31 December 2021.

Why are you putting yourselves forward as an intermediary/representative?

We are doing this for 2 reasons:

   1. We are a social enterprise with the social aim to create as many new jobs for young people as possible.

   2. We hope to turn as many "Kickstarters” into apprentices as possible, either using our own training provider, LMP Education or others that we work with (whichever provider offers the most relevant courses).
